Why does Pip feel the need to be a gentleman, or in a higher social class? Pip grew up in a low social class in England around the Mid-nineteenth century. Joe, Pip’s father figure and brother in law, taught him the importance of kindness and generosity. You can recognize this in Pip’s fundamental inclination to help. Pip gets invited to Miss Havisham’s home; also know as the Satis House. Miss Havisham, Estella’s adoptive mother, plays Pip in one of her sick, twisted games by harassing Pip into seeing how beautiful Estella is. The only reason Estella does what Miss Havisham wants of her is because she is bribing her with family money and gems. Miss Havisham manipulated Pip by making him fall in love with Estella just so Estella can, metaphorically, rip his heart out. Miss Havisham was left on her wedding day by her fiance; therefore she has made it her life’s mission to destroy any man in her she can get away with. Because of Miss Havisham’s influence, Estella gives Pip the impression that she will only like him if he would be a gentleman. To become a gentleman Pip mixed vices and virtues by believing that education, dress, and manners was the most important thing over love, appreciation and hope. No matter what Joe taught Pip, the new beginning that could behold him captivated him. Joe was not enough to hold Pip’s virtues, but if Pip had more people who cared for him when he was younger, he would have never succumbed to Estella. A virtue is a positive trait of quality deemed to be morally good and thus is valued as a foundation of principle and good moral being. A vice is opposite of a virtue, it is a practiced behavior or habit generally considered immoral, sinful, depraved, or degrading in the associated society. Pip practices both in this novel, however somewhere in the middle of all that was going on, he couldn’t differentiate between vices and virtues.

Identification of Dermatophytes | Experiment Abstract Dermatophytosis constitutes a group of superficial fungal infections of keratinized structures like stratum corneum of the skin, nails and hair. Despite the availability of effective antifungal agents, dermatophytic infections continue to be one of the principal infections throughout the world, especially in tropical countries like India. Identification of causative dermatophytic species in clinical settings are not only of epidemiological concerns but also important for the treatment of rather common dermatophytosis with great precision. To study the clinical variants, species of fungi causing dermatophytic infections, epidemiological factors responsible for the disease in central Mysore, molecular characterization and antifungal susceptibility tests by MIC. The prospective observational analyses of clinically suspected 600 dermatophytic infected cases were studied at the Dermatology department of K.R. Hospital and C.S.I. Holdsworth Memorial Hospital, Mysore, India. The study was conducted from November 2010 to October 2012. All the cases were evaluated and patient’s data were recorded as per pre-designed proforma. Skin scraping, hair and nail samples were collected, processed, molecular characterization and antifungal susceptibility test were done according to standard mycological protocol. Patients on topical and systemic antifungal treatment were excluded from the present study. Clinically suspected 600 patients samples were collected, among them 389 (64.8%) were skin scraping, 113 (18.8%) were hair plucking and 98 (16.3%) were nail clipping. They were processed for isolation and identification of dermatophytes from different clinical types. The specific and non specific variables effecting dermatophytosis were also analyzed. Samples were collected throughout the year, of which samples collected from July to October showed highest incidence of dermatophyte infection among patients. The number of specimen collected under the age group 21-30 years were 333 (55.5%), which was statistically significant (PMicrosporum canis and 12 were infected by Trichophyton verrucosum. Among 600 clinically suspected dermatophytes infected patients, 433 (72.2%) samples were collected from K.R. Hospital and 167 (27.8%) samples were collected from C.S.I. Holdsworth Memorial Hospital, Mysore. The various factors which were found to increase chances of acquiring dermatophytosis were by sharing bed, 343 (57.2%); not bathing daily, 362 (60.3%); and domestic animals in their house, 102 (17.0%). Partial treatment and over the counter medication was also considered as major factors influencing dermatophytic infection among patients. Less number of patients 86 (14.3%) showed family history of dermatophytosis. Most of the patients visited to the Doctor in 5th-8th week after infection, 391 (53.2%). During that period of infection, they were either taking home made medicine or over the counter medicine. Most of the cases found predominantly were tinea corporis and tinea capitis. Tinea corporis 282 (47.0%) and tinea capitis 75 (12.5%) were seen among 26-30 year old patients and 6-10 year old patients respectively. Most of the isolates belonged to three genera and eight species, where T. mentagrophytes was predominantly isolated 105 (29.7%), T. rubrum 84 (23.8%) was isolated from tinea corporis cases, T. violacium 4 (12.2%), T. verrucosum 54 (15.3%), Epidermophyton floccosum 11 (3.1%), M. canis 13 (3.6%), T. tonsurans 38 (10.8%) and T. schoenleinii 5 (1.4%) were also isolated from different cases of tinea. Dermatophytes infected culture positive, 132 patient samples (skin scrapings, hair plucking and nail clipping), were obtained for molecular characterization in the study. Nearly 87 males and 45 females were referred by Department of Dermatology, K.R. Hospital and C.S.I. Holdsworth Memorial Hospital, Mysore during two years of study period. The collected samples were analyzed by both direct microscopic examination and culture assays. Of the 132 culture positive cases, the organisms identified by phenotypic characterization were belonging to three genera and eight species viz., T. mentagrophytes 52 (39.4%), T. rubrum 30 (22.7%), T. violacium 18 (13.6%), T. verrucosum 11 (8.3%), E. floccosum 10 (7.6%), M. canis 6 (4.5%), T. tonsurans 3 (2.3%) and T. schoenleinii 2 (1.5%). The culture isolates of these organisms were further characterized by PCR. The present study showed positive result for phenotypically analyzed culture positive with 100% sensitivity and specificity by PCR. PCR targeting internal transcribed spacer (ITS) and Chitin synthase 1 was sensitive to detect 10 picograms and 1 femtogram of T. rubrum DNA respectively. From the same source (houses) 10 isolates from patients and 10 domestic animals were subjected to both PCR and RFLP. The product after agarosegel electrophoresis, restriction enzyme cutting patern was found to be infected by same T. verrucosum with 100% sensitivity and specificity. This indicates that T. verrucosum infection is from animal source. The dermatophyte specific primer based PCR-RFLP which targets the internal transcribed spacer and chitin synthase 1 region are useful in the direct identification of der ­matophytosis from clinical specimens. The application of the Hae III, Hinf I and Mva I restriction enzymes by using the ITS amplicons and chitin synthase 1 region are constant, stable and reproducible show variation within the species, so these sequences have been widely used to develop rapid procedures for the identification of fungal species by PCR-RFLP analysis. The PCR-RFLP method, on using the dermatophyte specific primer with restriction enzymes Mva I, Hae III and Hinf I, showed species differentiation among the T. rubrum and T. mentagrophytes isolates. Since direct microscopy and culture have limitations, performing a direct PCR on the clinical speci ­mens can augment the diagnosis of more dermatophytic cases. PCR confirmed 132 dermatophytic samples were taken for antifungal sensitivity test. In the current study, among 132 isolates of dermatophytes some are sensitive and some are moving towards resistance, but high MIC value indicated that it has slowly acquired adaptation towards the drug. This indicates in near future it will develop drug resistance against the antifungal agents. Twenty three isolates (14.4%) were showing high MIC value for fluconazole of which T. mentagrophytes (8), T. rubrum (5) and T. verrucosum (10) and M. canis (3) had MIC50 of 16  µg ml-1. Second most frequently used drug next to fluconazole is ketoconazole, which had MIC50 of 0.125  µg ml-1 for most of the isolates. Griseofulvin, itraconazole and terbinafine showed similar results of 0.03-0.06  µg ml-1. The present study showed drug concentration inhibition of some fungi against 50% of isolates and 90% of isolates and their geometric mean of five drugs against 132 isolates. MIC50 and MIC90 were not determined because of small number of samples i.e., C. parapsilosis ATCC-22019 were within the value standardized by CLSI guidelines. The study highlighted tinea corporis as the most common clinical pattern of dermatophytosis followed by tinea capitis in Mysore. The predominant causative fungal species isolated were T. mentagrophytes, T. rubrum, T. violacium, T. verrucosum, E. floccosum, M. canis, T. tonsurans and T. schoenleinii confirmed by PCR with 100% sensitivity and specificity. Trichophyton verrucosum was isolated and confirmed by PCR and RFLP from human and their domestic animals (from animals to human). PCR-RFLP provides the best technique for dermatophytic identification at species level. MIC was done to see susceptibility and resistance pattern for clinician as well as for lab workers where terbinafine was 100% sensitive drug against dermatophytes. Clinical evaluation and fungal species identification are mandatory for proper management of dermatophytosis rather than empirical treatment. Need for the study In the medical science dermatophytes are constant parasites of human beings, and has survived several generations of therapeutic regimens, ranging from single dose antifungal to several dose drugs like griseofulvin, tolnaftate and early imidazole. There are some dermatophytes which were abundant once upon a time but now it is rare, it may be due to geographical restrictions, indicate that economy, geography, type of the species and environmental factors also interferes with the dermatophytic survival and distribution. It is equally important to review anthropophilic dermatophyte as well as zoophilic dermatophytes, which may increase chances of infection in the near future, as immunocompromised diseases are increasing day by day. The dermatophytes are oldest parasites of human and animals. Good and specified knowledge about these agents are still far from human understanding. The medical mycologists have done considerable work, but the studies were mainly devoted to the reactions of the host rather than the study of the parasites. The rates of publication on dermatophytes are limited as compared to the extensive work being done in the field of bacteriology and virology. As we know, these dermatophytic infections are not usually life threatening, but offer an interesting approach to the variety of fundamental problems in human, animals and fungal biology. The obvious reasons apparently disregard to the study of Medial Mycology Most of the fungal diseases are not fatal and hence do not attract much attention of the investigators. The development of the infection is very slow and persists for years without any serious damage to the host. Carrier among human and animals is very common and survives for decades without harming the host. Methods of isolation and identification are relatively very complicated and require long time to obtain positive results. Most of them are sensitive to the limited antifungal drugs except few and drug resistance is very slow and limited. Sources of infection are mostly human, animals and soil. Factors that attract to do research on dermatophytes Increasing incidence of immunocompromised diseases in and around the world. Fungal infections of skin, hair and nail are common in hot and humid climate. Humans acquire various dermatophytic infections due to poor health hygienic conditions. The present investigation was aimed to study molecular level identification of tinea by PCR and its antifungal susceptibility test. Objectives of the study To study the incidence of dermatophytic infections and their clinical variants To identify the sources of infection by PCR for dermatophytes To determine the in vitro antifungal susceptibility test Slide culture For visualization of the normal colonial characteristics, arrangement and morphology of spores and mycelial appendages, slide culture was done. SDA media without antibiotics or cornmeal agar with 1% glucose was used. Lactophenol cotton blue was used as the mounting fluid for easy visualization of hyphae and spores (WHO, 1986). Advantages It is arapid method of preparing fungal colonies for examination and identification. Permits fungi to be studied virtually in situ with as little disturbance as possible fungi were identified mostly by close examination of its morphology and the characteristics it possess. We were growing the fungi directly on the slide on a thin film of agar. By doing this, there was no need to remove a portion of the fungus from a culture plate and transfer it to the slide. So there wasless chances for the features that were key to identification, notably the spore-bearing structures, without any damage. A modified method adapted from Roberts et al. (2003) and described here fulfills those requirements. Sterile 1.5% water agar (7 to 8 ml) was poured into sterile 60-mm plastic petri plates and allowed to solidify. A sterile 22-mm2 cover glass was centered on the agar. The desired nutrient agar medium (10 ml) was poured into a second 60-mm petri dish, allowed to solidify, and cut with a sterile stainless steel spatula into blocks approximately 5 to 8 mm2. One block was aseptically removed and placed on the cover glass. Inoculation of the agar block on one or more sides with fungal hyphae or conidia was followed by placement of a second sterile cover glass on top of it. After the petridish lid was replaced, the completed modified slide culture was incubated at the desired temperature until adequate growth and conidiogenesis had occurred. Each cover glass was used to prepare a semi permanent mount on a standard microscope slide 3 by 1 inch (7.62 by 2.54 cm). The top cover glass was lifte d off with forceps and wetted on the specimen side with a drop of ethanol (70 to 90%). One drop of fungus mounting medium (e.g., lactophenol cotton blue) was applied to the specimen, and the cover glass was lowered gently onto the slide, specimen side down. The bottom cover glass was lifted from the water agar and similarly mounted on a second slide. The nutrient agar block adhered to one of the cover glasses during the cover glass mounting procedure and was carefully lifted off with a sterile dissecting needle before the application of alcohol and mounting medium. Heat fixation of the cover glasses before mounting as described by McGinnis may improve the stability of the conidium-bearing structures (James, 2011). Lactophenol Cotton Blue (LPCB) The Lactophenol Cotton Blue wet mount preparation was the most widely used method of staining and observing fungi and was simple to prepare. The preparation has three components: phenol, which will kill any live organisms; lactic acid which preserves fungal structures, and cotton blue which stains the chitin in the fungal cell walls. It was used constantly as a mounting fluid when examining culture of fungi microscopically (Leck, 2012). Procedure Placed a drop of 70% alcohol on a microscope slide. Immersed the specimen / material in the drop of alcohol. Added one or at most two drops of the lactophenol cotton blue mount and stained before the alcohol dries out. Holding the cover slip between forefinger and thumb, touched one edge of the drop of mount with the cover slip edge, and lowered gently, avoiding air bubbles. The preparation was ready for examination. Hair penetration test Many isolates of T. rubrum and T. mentagrophytes are difficult to distinguish between on the basis of colony morphology and microscopic appearance. This in vitro test is the best method to distinguish between these two dermatophytes: Procedure Obtained a small amount of juvenile human hair and washed off fats and oils (kept hair in flask or beaker with 50 to 100 ml of ether, acetone or alcohol, shacked for 2 to 5 minutes and pour off the liquid). With scissors, a scalpel or a razor blade cut the hair into segments approximately 1 cm long. Put the hair in a glass petri plates, place on the lid and autoclaved for 10 to 15 minutes. This maintained sterility in the petri plates and can be used for 10 years. Calcofluor White Stain (CFW) It is a fluorescent stain for rapid detection of yeasts, fungi and parasitic organisms. Calcofluor White stain is a non-specific fluorochrome that binds to cellucose and chitin in cell walls (Chattaway and Barlow, 1954; Green et al., 1983; Hageage and Harrington, 2005). Composition: Calcofluor White M2R 1g/l and Evans blue 0.5g/l. Directions: Put the sample to be examined onto a clean glass slide. Add one drop of Calcofluor White Stain and one drop of 10% Potassium Hydroxide Place a cover slip over the specimen and let stand for 1 minute. Examine the slide under UV light at 100X to 400X magnification. Calcofluor White Stain was a non-specific fluorochrome that binds with cellulose and chitin contained in the cell walls of fungi and other organisms. The staining procedure with Calcofluor White Stain is a rapid method for the detection of many yeasts and pathogenic fungi like Microsporidium, Acanthamoeba, Pneumocystis, Naegleria, and Balamuthia species. Evans blue present in the stain act as a counter stain and diminishes background fluorescence of tissues and cells when using blue light excitation (not UV). A range of 300 to 440 nm (Emmax 433nm; 0.1 M phosphate pH 7.0; cellulose) can be taken for emission wave length and the excitation occurs around 355nm. Fungal or parasitic organisms appear fluorescent bright green to blue, while other material is reddish-orange fluorescent. Attentions to be taken as cotton fibers will fluoresce strongly as well amoebic cysts are fluorescent. One drop of 10% potassium hydroxide solution can be added for better visualization of fungal elements.

Good Governance Essay Governance is the deliberate and conscious management of regime structures for enhancing the public realm. Governance can be viewed from social, political and economic perspectives. Indeed, good governance is pivotal to the development process. Development linked governance has been an issue much debated in the contemporary world. The term governance has taken a much wider meaning and is no longer restricted to rule or administration but is used in a broader sense to imply the manner in which power is exercised. Since power can be exercised in any manner as desired, certain principles would be required in order to judge whether the discourse of the power has been made as per certain standards and norms. Such judgment can be based on several criteria participation of citizens, upholding the rule of law, transparency of the system, responsiveness of the authority, consensus oriented policy, equity and inclusiveness of the policy, accountability of the system, strategic vision of the a uthority, etc. At the end of the Cold War era, the term good governance came into circulation which signified the prescriptions by donor agencies for carrying out economic and political reforms by the recipient countries. These prescriptions were presented by international donor agencies as conditionalities and were expected to be met with compliance.  [4]   The World Bank defines good governance as ..the one epitomized by predictable, open, and enlightened policy-making, a bureaucracy imbued with a professional ethos acting in furtherance of the public good, the rule of law, transparent processes, and a strong civil society participating in public affairs. Poor governance (on the other hand) is characterized by arbitrary policy making, unaccountable bureaucracies, un-enforced or unjust legal systems, the abuse of executive power, a civil society unengaged in public life and widespread corruption.  [5]   The Government of Maharashtra Report on Good Governance sought to elucidate on the concept of good governance.  [6]  At the outset in the Mission Statement of the report, it clarified that the concept of good governance was much larger than mere administrative reforms as understood in the conventional sense of the term as it covered more ground and substance. Good governance has much to do with the ethical grounding of governance and therefore must be evaluated with reference to specific norms and objectives as may be laid down. Apart from looking at the functioning of the given segment of the society from the point of view of its acknowledged stakeholders and beneficiaries and customers and incorporating these perspectives in the course of its actions, it must have firm moorings to certain moral values and principles. As a concept, good governance applies to various and distinct sections of the society; the government, legislature, judiciary, the media, the private sector, the corporate sector, the co-operatives, societies, trusts, organizations and even non-governmental organizations.  [7]  After all, public accountability and transparency are equally relevant for each one of these institutions on which the society derives pillar-strength. Furthermore, only when all these and various other sections of the society conduct their affairs in a socially responsible manner can the objective of achieving larger good for the largest number of people in the society be realized. It must also be mentioned that the foremost test of good governance is the respect for the rule of law. As the often quoted saying goes, the law is supreme and above all its subjects. Governance must always be based on rule of law. Every lawfully established government must govern according to the laws of the land and all its actions must uphold the rule of law and any effort to take the law in ones own hand or to undermine the law by anyone, howsoever high and mighty he may be, must be dealt with speedily, decisively and in an exemplary manner. The Report goes on to observe that it is a matter of great concern that despite over five decades of Independence, it cannot be said with conviction that our governance is based on the rule of law. CHAPTER 2: PRINCIPLES OF GOOD GOVERNANCE 2.1 Principles of Good Governance The pillars of governance include accountability, transparency, predictability and participation these are universally applicable regardless of economic orientation, strategic priorities, or policy choices of the government in question. However, there application must be country-specific and purely based on the economic, social and administrative capacity of the country. The universally accepted characteristics of good governance include participation, rule of law, transparency, responsiveness, equity, inclusiveness, effectiveness, efficiency and accountability.  [8]   The following text shall cover the principles which may be considered as the key principles of good governance in the opinion of the researcher. These key elements have been listed out by the researcher based on their relevance and contribution towards establishing an efficient and objective driven governing authority, covering socio-political and economic considerations. The determinative role that these principles play are supported by the various texts of international governing authorities, like the United Nations, as well as the emphasis laid upon them by the Constitutions of various countries including India. Therefore, these principles are covered not only by hard-law provisions, i.e. legislations, treaties, etc. which make the compliance to such principles mandatory, but also soft-law provisions, i.e. declarations, policies outlining desirable targets, etc. which reflect the consensus of countries and their convergence in thought process vis-à  -vis these principles. (1) Free and Fair Elections Since good governance emphasizes on the significance attached to the right people being involved in the decision making process, a democratic setup where the representatives of the people are in control of the power, ensured by free and fair elections, holds importance towards ensuring good governance. Free and fair elections ensure that the citizens are able to exercise their right to elect their leaders and hence participate in voicing their interests through these leaders. However, such an election process must be free and fair, where the voters have a choice amongst the candidates and the right to the relevant information concerning the candidates in order to elect the leader who according to them could best serve the government. Such elections are open to all persons without discriminating on sex, race or ethnicity and are without interference or coercion by the government.. The right to vote is a constitutionally safeguarded right and is the cornerstone of a democratic society. However, other factors which discussed below are essential to ensure that elections are a means to a democratic society, and not an end by themselves.  [9]   (2) Independent Judiciary The Rule of Law A crucial aspect of the constitutional mechanism is a system of checks and balances that is imposed upon the different organs of the State. While power is granted to the government, its use is overlooked and kept within acceptable limits by the constitutional limits like periodic elections, guarantees of rights, and an independent judiciary which permits the citizens to seek protection of their rights and redress against government actions. In this way, one branch of the government is able to provide accountability for the actions of another. The value attached to an independent judiciary cannot be neglected due to its role in preserving the rule of law.  [10]  The rule of law binds the branches of the government together. It also lays the foundation for the sound establishment of the healthy economic, social and political life. The Courts must uphold the rule of law in the State, fairly and without discrimination, providing equal protection for women and minorities and allow open and fair access to judicial and administrative systems. Political or civil rights must not be denied by reasons of sex, race or ethnicity. Justice should be available for all sections of the society. Good governance requires fair legal frameworks that are enforced impartially. It requires full protection of human rights, particularly those of the minorities. Impartial enforcement of laws requires an independent judiciary and an impartial and incorruptible police force.  [11]   (3) Freedom of Speech Press To function efficiently, a democratic society based on justice must not restrict the free exchange of ideas and information. To achieve this, free and open press and the freedoms of speech and expression are constitutionally safeguarded rights as well to cultivate effective governance. We live in an information driven society, and the access to information provides a vital tool to the public to make informed choices regarding their day to day lives and enables them to participate in the governance process. Such freedoms also serve as a check on the accountability for the government and lets the citizens redress the government for its actions. It facilitates the exchange of political discourse, creating a marketplace of ideas where no view is stifled and the best are chosen.  [12]   (4) Elimination of Corruption Good governance also translates into the elimination of corruption to preserve the integrity of democracy. Governments must strive to rid themselves of bribery as corruption damages economic development and reform, and is an obstacle as far as the ability of developing countries to attract foreign investment is concerned while also hindering the growth of democratic institutions, and concentrating power in the hands of a few. The best way to combat corruption is for governments to be open and transparent. While in certain cases governments have a responsibility to retain secrecy and confidentiality, democratic governments must be sensitive to the citizens right to know. Strong laws against corruption and the presence of law enforcement agencies that work against corruption demonstrate a governments commitment to this principle.  [13]   (5) Investment in People Reaping maximum benefit and managing the limited resources before the country is a task which must be performed by the administration. While following good governance practices, the government must invest in the people to cultivate a human resource base. This means that ample resources must be devoted to preserve the welfare of the citizens, without discrimination, and provide health care, education, etc., and an environment where political, economic and social well being, peace and justice can be achieved.  [14]   (6) Legitimacy Voice All citizens, men and women, must have a voice in the decision making process in good governance compliant State. This may be direct or through legitimate intermediate institutions. Such broad participation is made possible by the freedom of association and expression. Of the principles enumerated thus far, the principle of legitimacy and voice has the strongest claim to universal recognition based on over a half century of United Nations accomplishments in the field of human rights.  [15]  Another facet of good governance is the intention to act on consensus and not on the will of a few, whether strong or weak. This mediates the differing interests to reach a broad consensus on what is in the best interest of the entire society. A long term perspective giving due regard to the holistic effect on the society must be undertaken before the governing authority envisages on a path and focus on sustainable human development. Performance can be divided into two categories responsiveness of the government, and the effectiveness and efficiency of the government. Good governance calls for serving of the stakeholders within a reasonable timeframe which would ensure trust and acceptance of the public. Responsiveness of the government can only be tested if there exists meaningful and serious civil society engagement in the public affairs of the State.  [20]  The concept of efficiency in the context of good governance also covers the sustainable use of natural resources and the protections of the environment. (9) Accountability Information is also associated with the power government exercises. By restricting information, people within government become more powerful that those who are without it. Thus, demand for transparency and information is also about sharing of power. It is possible to misuse power when it is concentrated rather than when it is shared among a broader stream of people. Since the public participates in the decision making through the elected representatives and through the appointed decision makers, these decision makers are accountable to the public for the use of their powers. The level of this accountability may however differ in accordance with the organization in question and the nature of the decision. The private sector and civil society organizations must also be held accountable to the public and their institutional stakeholders. In general, an organization or an institution is accountable to those who will be affected by its decisions or actions.  [22]   Accountability cannot be enforced without transparency and the rule of law. Transparency refers to the taking decisions and enforcing them in accordance with rules and regulations and making the information with regard to such actions accessible for scrutiny by those the decisions affect. In simplistic terms, it means also that sufficient information is provided and that it is provided in easily understandable forms and mediums.  [23]  Transparency depends on the building of a free flow of information. Processes, institutions and information are directly made accessible to those concerned with them and enough information is provided to understand and monitor them.  [24]   (10) Fairness There must prevail a sense of fairness emanating from the decisions of the governing body. The members of the society should feel as equal participants in the society. All persons should be regarded as equals, and certain rights which are considered inalienable to humans must be respected. Equal opportunity must be given to everyone to improve or maintain their well being. At the same time, certain protected sections of the society must be given special attention if there exists a need for the government to help alleviate their economic, social or political standing. CHAPTER 3 Good Governance in the Indian Context Life of the law is not logic, but experience.  [25]   2.1 Good Governance: Recent Initiatives The pre dominant theme in contemporary debate over administrative reforms in India has been the target of achieving objectives under a regime of good governance. This implies a broader outlook towards management of such matters without exclusively restricting it to public administration. It is suggested that this idea stems from the concept of liberalization which places the individual over collective preferences, and the State shrinks to give place to the market that demands economic efficiency.  [26]   The contemporary efforts towards administrative reforms are not directed against an autonomous State, but instead a bureaucracy that is coming to grips with the changing role of the State. The bureaucracy is itself under an attack; on account of its inefficiency and also because of its association with a political system which has failed to perform, a system which deprived the citizens of their legitimate rights in decision making for far too long.  [27]  Another striking feature of these reforms is their tendency to be more ideologically oriented than before. This context must therefore be kept in mind while debating over the reform initiatives in recent times. The change in the context is primarily seen as an induced effect of the demand generated by the peoples struggle to make the government accountable. It is a change spearheaded by the efforts of the people. It is not a deliberate attempt by a benevolent government to come clean. Kuldeep Mathur makes an interesting observation that the government while reacting to this demand raised by the people has in fact met with resistance from within its own members.  [28]   The Conference of Chief Secretaries on effective and responsive administration in November 1996 gave birth to certain recommendations which were later converted into an Action Plan by the Department of Administrative Reforms and Public Grievances, which also included brainstorming by the Prime Minister, Cabinet Secretary, Chief Ministers and the Chief Secretaries. The Action Plan intends to introduce accountable administration which is effective and speedy in redressing public grievances, empowerment of local bodies, decentralized delivery system, review of laws, transparency and the right to information, code of ethics for civil servants, anti-corruption policies, etc. The central idea behind the action plan seems to be efficiency.  [29]   The Central Government had setup the Working Group on Right to Information and Promotion of Open and Transparent Government in 1997, which observed à ¢Ã¢â€š ¬Ã‚ ¦democracy means choice and a sound and informed choice is possible only on the basis of knowledge. It went on to argue that transparency and openness in the functioning of the government shall have a cleansing effect on the operations of public agencies and approvingly quoted the saying that sunlight is the best disinfectant.  [30]   In May 1997, at the Conference of Chief Ministers, transparency in the government was discussed and a statement issues which provided for an Action Plan for Effective and Responsive government at the Central and State levels, while conceding that the secrecy and lack of openness in transactions had led to widespread corruption. The statement attracted much praise also because it set upon the government 3 months time to ensure easy access to information for the people vis-à  -vis information relating to government activities and decisions, except information which was sensitive in nature. Soon thereafter, political events took over and no progress was made for nearly a decade, much over the 3 month deadline that had been set.  [31]   While the Right to Information Act was introduced in 2005, continuous efforts are underway to introduce more accountability and transparency in the system. While most of the principles of good governance are found in the Indian legal framework in the form of constitutionally guaranteed safeguards, the governance needs to involve the civil society more actively in the decision making and establish the norms of redressal. The lack of transparency, prevalence of corruption, inefficient working and lack of responsiveness continue to be the grey areas. 2.2 Conclusion As a developing country emerging as an economic superpower, India needs to get its act right. Without certain optimum standards of efficiency, the principles of good governance cannot be attained. The peoples movement demanding good governance in India co-relates to the growing unrest in the civil society frustrated with the inefficiency and the opaqueness in the system. The only solution was to re-invent the government, and thus started a chain of events which included the passing of the Right to Information Act as recently as 2005. With the Indian economys growth story making headlines, the country has awakened to the need of the hour on its path to development. The insistence of international institutions like the World Bank that developing countries comply with the principles of good governance has only worked to Indias advantage. While some progress has been made, a lot more still needs to be done. Imbibing the principles of good governance shall ensure that India continues to march towards development, while effectively managing its resources and providing the socio-politico-economic rights that the citizens of this country are entitled to. However, just how effective this approach proves to be shall be determined by the response of the civil society which started this reform movement. CHAPTER 3 CONCLUSION The study of governance opens up new avenues it enables us to wander into intellectual space where we can search for solutions to the problems that have haunted us for far too long. The primary objective of governance is to discuss the role of the government in coping with the public issues and to tackle the myriad predicaments and difficulties that arise from these transactions. It teaches us that means must not be the ends, and both the means and the ends must be duly understood. The study of governance also enables us to effectively factor in the role that must be played by the other players in the arena of governance the role that must be played by the civil society groups and institutions. Governance is an exercise of economic, political and administrative authority for efficiently managing a countrys affairs, at both micro and macro levels, which includes the mechanisms, processes and institutions through which the citizens and civil society groups are able to communicate their interests, make use of their constitutional and legal rights besides meeting their obligations and mediating their differences.  [32]  It is not only desirable, but imperative that governance for development be accountable, participatory, responsive, effective and efficient for promoting the rule of law, safeguarding the interests of citizens and marching towards a holistic development. The principles of good governance are a set of principles which have gained popularity in an almost dogmatic sense. The universal applicability and acceptance of these principles have seen their application reach a new height and there is now a global pressure to conform to these common minimum standards of governance. These principles envisage a model of governance on which the developing countries, which are fast realizing the link between development and efficient governance, seek to fashion their governance on. The driving force behind this changing scenario have been the international institutions pressing for compliance, and the rising peoples movements demanding their legitimate rights to competent governance in an accountable manner. There is a growing sentiment that the convergence over these principles will result in the governments rising above the challenges before them. At the same time, there is caution in the wind. These principles must not be followed as diktats. Their application must be tailored to the specific needs of governance, sensitizing them to the local conditions. This is on account of the socio-politico-economic values that are affected by these principles. Their introduction as a localized experience prevents the alienation of the very people who must reap benefits. Practicing these principles of good and just governance results in a free and open society where people can pursue their hopes and dreams in a healthy and conducive environment. Moreover, robust and open economies would follow which can be trusted by the investors and financial institutions alike, and development shall flourish. It is a matter of strengthening what our Constitution endeavored to provide us. Respecting the human rights; a fruitful partnership between the government and the civil society; efficiency, accountability and transparency in the machinery; performance orientation with strategic vision; useful use of the human resource base and a strong and independent judiciary together they shall prove to be the desired shot in the arm for a re-invented and rejuvenated system of governance. The governance needs to be carried out in a manner that invokes trust and confidence, a manner which convinces the citizens the countrys biggest resources to come forward and fully par ticipate in an enterprise to secure the objectives of development and progress. In the light of what has been discussed above, with special focus on the realization to introduce changed governance practices and the increased restlessness amongst the people in India, it is almost as if a new governance philosophy has emerged. Unlike the traditional public administration systems that focused on bureaucracy and the delivery of public services, the governance model envisages public managers as entrepreneurs of a new, leaner and increasingly privatized government adapting to the practices and values of private businesses.  [33]  The mantra to be followed by the new governance model would be to transform civil services, underlining the reforms as means to (a) reorganize and downsize the government, (b) set-up a performance based organization, (c) adopt private sector management practices and (d) promote customer-orientation of administration.  [34]   For the developing world which is in the grip of serious debt crisis, the World Banks good governance solution with its accompanying micro and macro-accountability formula hold much promise. Institutional capacity building has been the central point of discussion and promotion of sound development management by removing, as far as possible, the possibilities of capture of benefits by the socially powerful is underway.  [35]   There is today an increasing pressure on our political system and the administrative apparatus generated by civil society organizations to share information and make the process of decision-making transparent. There is a shift towards responsive governance. This can be made practically feasible only if the mindset of the politicians and the bureaucrats undergoes a change, and they are receptive to the initiative of sharing information as well as power with the people.  [36]

The issue of authority and respect has been and will be an ongoing issue between youngsters and their elderly. In the story Red Dress by Alice Munro and the movie Rebel without a Cause by Nicholas Ray the issue of authority and respect comes up many times through the character actions. Authority and respect is directly linked to one another. It is very hard to obey supremacy if you have no respect for authority. In both the works we have studied, all the characters have trouble dealing with the issues of authority and respect for themselves and for others, they do not show respect to their parents and therefore does not look upon them as authority figures.   Ã‚  Ã‚  Ã‚  Ã‚  In Alice Munro's the Red Dress, the narrator and her best friend Lonnie have two totally different relationships with their respective guardians. The narrator, without the mention of her father, is in care of her mother, whom she thinks butts in too much into her business. She sort of resents her mother for being so too close and nosy about her private life. Her mother's stories, which at one point seemed interesting to her, is now 'become melodramatic, irrelevant, and tiresome'. She knows that her mother only means well but sometimes she wishes she could be like Lonnie. Lonnie is in care of her father; her mother had passed away some time before. Her father never notices her and does not show his affection for her, she is pretty much on her own. The narrator considers her as a 'Blue-Baby' and privileged. The narrator also sees her mother as 'shameless and obscene'; she tries to direct her friend's attention away from her mother as much as possible. In the story, we are told by the narrator that she was 'never comfortable for a minute' in high school and 'was close to despair at all times'. She hated being called upon to do anything in front of an audience, whether it is the class or just the teacher. She reveals that she hasn't accepted herself as who she is, always wishing to be like someone else, she hasn't learned to respect herself as a growing teenager which makes it hard for her to understand the relationship between her mother and herself. Since she lacks the proper understanding and respect for her mother and herself, the narrator has trouble seeing her mother as an authoritative figure, which makes her less tolerant to the other authoritative figures in her surroundings.

Advantages ND Disadvantages of Strategic Planning

By far the most common model of how strategies are developed in organisations is based on the notion that strategies are systematically and formally planned following a set of relatively rigid steps and procedures. Some refer to this notion of strategy development as a ‘design' view of strategy. Most text books and courses on strategic management and planning have adopted and promoted the design view of strategy. There are a number of claimed advantages of developing strategies through highly structured and formal planning systems and steps in an organisation. The main advantages are as follows: First, formalised planning provides what many would term a logical and certainly a structured means of analysis and thinking about complex strategic problems. There is no doubt that strategy development is complex and formal planning systems attempt to help resolve and deal with this complexity by following a series of distinct steps and stages which the manager can follow in this complex area. Â · Secondly, it is argued that formal planning systems force managers to take a longer term view of strategic options and directions than would otherwise have been the case. In particular, the stages of environmental and competitor analysis which form a key part of most formalised corporate planning systems encompass planning horizons of three years at the minimum, and in some cases up to 20 years. Â · Formal planning systems also tend to facilitate the process of control and evaluation. So, for example, because objectives in formal planning systems are required to be specified and because strategic direction is determined in advance, the measurement of performance against these is facilitated. Another claimed advantage is that co-ordination between different functions and managers throughout the organisation can be increased with formal planning systems. This is because very often a formal planning system will require the different functions/managers to work together towards the achievement of corporate objectives in a manner specified in the corporate plan. Â · Finally, formal planning is claimed to help to motivate individuals towards the achievemen t of strategic objectives particularly where they are nvolved in the planning process and feel, therefore, that they have some degree of ownership and commitment to the process. On the other hand there can be disadvantages to formal planning as follows: Â · Firstly, formal planning can mean that strategies may not adequately reflect the people and cultural elements of the organisation. Individual managers may feel absolved from any strategic planning responsibilities, these being left to the specialist strategic planners. As a result, line managers may not feel they ‘own’ strategic plans. Formal strategic planning can also sometimes be restrictive and inflexible, particularly where the environment is changing rapidly. This may result in lost opportunities and a gradual loss of strategic fit. Â · Formal strategic planning can become very cumbersome and over-detailed requiring large amounts of analysis and information, often resulting in information overload. Â · Finally formal strategic planning can become a substitute for in that it can become an activity in its own right divorced from the actual activities and plans of the organisation. We can see that formalised strategic planning has both advantages and disadvantages. Although the design model of strategy development is still the most prevalent model in text books and most organisations, it is increasingly recognised that, particularly because of an increasingly dynamic and unpredictable environment, highly formalised and structured approaches to developing strategic plans are becoming less appropriate and effective. Planning systems now need to be more ideas-based and flexible with less formalisation and adherence to strict procedures and steps. In addition, and related to this, is the increasing emergence of strategies from various levels of the organisation rather than the top-down approach to strategic planning which tends to accompany the highly formalised and structured approaches. Probably the best approach is to have some structure to the planning process whilst remaining flexible, and above all not allowing the strategic planning process to become an end in itself.
